Unemployment has been and still a major problem in Oji-River Local Government Area of Enugu State. A study recently carried out by researchers showed that about 80% of the labour forces in the local government are unemployed. This labour force are made up of area youths and young school leavers whose number in the labour market is on the increase yearly because of the high rate of people graduating from both the secondary and tertiary institution. Some of them who are employed solely depend on the government and a greater percentage of them engage for non-existent, non-government organization or corporate bodies for their unshed labour. In any enterprises, wheather profit or nonprofit making organization, the basic method of paying an employee of his labour has been by wages and salaries for each unit of time spent on his job. According toByrness and Stone (1981:147), “they said that people are only unemployed when they are unable to work and would be willing to accept a prevailing wage paid to people that posed the skill they have but either cannot find or have not yet joined suited employment” Byrness believed that a person employed into an organization when he has a required skilled to sell to an employer who is willing to buy his skill for a wage. The problem of unemployment can be only reduced if the already existing establishment within Oji-Rivers local government Area are effectively managed. Some of the resources are as follows;
The first problem that confronts the young job seeker is that he seek hope on getting mainly administrative jobs which with the changing economic trend and high labour cost become very expensive for the employer who will prefer to improve the skill of his staff or computerize his company thereby reducing labour cost and maximizing his profit. when this become unemployed with little or no hope of getting employment because of the changing trends, modernization and technological development of labour management based on this short fall in employment becomes a problem.
One the way to improve employment is through the effective management of human and material resources in an establishment.
Effective management resource in an establishment in Oji-River Local Government area will encourage specialization and division of labour, which means that more people will be needed to perform the certain functions constantly, they will also be encouraged to exhibit the dexterity in certain skill so as to perform the tasks more effectively at a higher rate of output so as to meet the demand of their customers by their specialization, is encouraged as opposed to the use of computers which needs few people to feed information into them. Effective management of scare resources in Oji-River Local Government Area will assist in reducingunemployment and the dependent on Government corporate bodies as the last hope of job seeker for engaging income generating ventures.
As a matter of facts, this will help to add smile on the face of job opportunities like school leavers, who will be assured that they can be gainfully engaged and acquire proficiency in desire skills through their engagement in profitable of any establishment.
The effective management of resources in Oji- River Local Government Area will not doubt eradicate or reduce the social outery about the penetrated by the employed people who as a matter of fact constitute a social menace to the society. Some of the soil toilers and moilers will however be employed by these establishment both rural and urban area.
1.2 STATEMENT OF THE PROBLEM
The problem of how unemployed can be solved by the effective management of resources.
The question has always be do personnel managers, to carry out effective management’s diligence or do they follow the established guidelines? So as to maintain the establishment often and on, without due process that will be in relevant for the organization not improved.
The common task facing developing and wider developed nation today, including Nigeria, is the development of rural area. Development at the rural or communities means an improvement or advancement in the socio-economic, political and cultural life style of people. In most rural communities including Oji-River local government area, there is insignificant provision of basic human needs like Hospital, pipe-brone water, tarred and motorable roads, schools market, industries etc, by the government. This attitude on the part of government creates an impression in the minds of people that they are not part of the body politics.
Consequently, the people rely on what they can afford to feed for themselves. It is that quest for self-reliance that leads to initiation of community development project of community, development projects by non-government organizations.
The problem of non-development of rural area spread all state of Nigeria but in more pronounced in Oji-River local government area, which is my area of study. In this community, there is objective neglect of provision of these facilities by government. Developmental organization like Town Union, Churches, Age Grade, Social Clubs etc. with little or no contribution from government.
This study will attempt at identifying the nature and scope of establishment projects undertaken by government and non government organization in Oji-River local government area.
It will also find out what kind of problem that confront the people at Oji-River local government area.

1.4 SIGNIFICANCE OF THE STUDY
The significance of the study states who should benefit from the research and how the study will go a long way in helping to achieving the strong impression.
iii These study will help the students to have no doubt that effective management resources would be of immense important to the students, who may wish to conduct a future research in their various institutions.
v Other organization: it will help the established industries to puts all hands on desk as to bring promotion as a range of benefits that would match the changing realities.

1.6 SCOPE/DELIMITATION OF THE STUDY
In this research process, effort were made to focus on the area that is necessary like the effective management resources as a tool used to eradicate unemployment, on these Areas like Oji-River Local Government Area, Awgu Local Government, Isi uzo Local Government, Aniele Local Government all in Enugu State but one of the Limitation is the issue of time constraint, there was inadequate time for the researcher to reality carry out the study.
This was due to high schedule at the school academic programme.
Secondly, it was not easy for the researcher to get vital information from the state as they were term confidential and some of the employees may consider the whole exercise as wasting of energy.
Finally, the problem caused by inadequate fund for the research work cannot be over emphasized, because the researcher would have to carry out the research in entire (17) local government area in Enugu state but for constraint factors e.g. infrastructural facilities, lack of finance for transportation it is impossible.
1.7 DEFINITION OF TERMS
It is good to give meaning to the effective management resource this study will be clearly defined and provision will be made for other definition.
UNEMPLOYMENT: According to R.T Byreness and G.N stones (1981 p 14.7) is the amount of the unused labour involving skilled or unskilled people who are willing to work but could not secure employment as a result from the bulk of dependent people in the society
ESTABLISHMENT:The basic structures and facilities necessary for a country or organization of functions efficiently.
RESOURCES: Resources are those establishment that are built by government or won government which developed both rural and urban area such like school Industries, Hospitals, modern market police stationetc.
EMPLOYEE: An Individual who is employed in any organization to carry out a particular task. It is also known as a worker in our organization who carries out a particular activity in order to achieve organizational goal.
EFFECTIVENESS: result and maximum individual employee performance are crucial to the organization growth and survivals. Furthermore performance standard are enjoined towards effective collectively towards effectiveness and attainment of corporate goal.
