1.1 BACKGROUND OF THE STUDY
Personnel management practice is concerned with the acquisition, retention, motivation, development and use of the human resources of an organization. It is an integral part of total management (AKUBUJWE,1997).
As such it is the ultimate responsibility of the head of the organization. Within the various agencies of the an organization there is considerable variation in the organizational and occupational structures through which the personnel function is carried out, and in the role and relationship of personnel management to the total management process. These differences, which influence both series and grade-level determinations, are discussed below.
Business organizations are facing increasing demands to improve the delivery of services. Some of these organizations do not meet up with these demands due to poor personnel management practices. Its my aim in this research to address this problems.

1.5 SIGNIFICANCE OF STUDY
The knowledge of the influence of effective management system practice will reduce the intractable problems usually associated with the organization under performance and thereby eliminate wastage and enhance productivity. This study will thus be significant in three:
This study concentrated on one business organization in Nigeria, the P.Z. Industries Plc and it is taken as a sample of such organizations in Nigeria.
However, attempt has been also made to show how this will impact generally on other business within the same industry.
The major limitations to this research work are inadequate finance, time factors, locations of the Imo state transport company branches relative to my institution and others.
